Seven people are dead after terror attacks in Jakarta, including three suspected perpetrators, police say.

Four people were arrested and three shot dead following the blasts in capital, the National Police public relations Facebook page said.

Four people – three civilians and one police officer – were killed around 11am (1500 AEDT) on Thursday when explosions and shooting broke out on Jl Thamrin, near the offices of the UN.

Officials’ accounts of how many suspects had been “neutralised” varied however, between three and five.

A further three people, including at least one foreign national, were seriously injured.

AAP understands a UN staff member was shot in the side of his body.

Part of the intersection reopened to traffic and many curious onlookers at 4.30pm local time, with police declaring the situation safe.

Cars were not allowed to pass the traffic island where the small police post that was targeted by the attackers remained, burnt out and cordoned off.

Video emerged suggesting the blasts outside the Starbucks cafe, metres away, were perhaps the act of suicide bombers, while photos published by Tempo.co showed two gunmen stalking police at the intersection after the police post blast.
