Rapidly rising capacity demands at Sydney Airport have prompted a new report which details short, medium and long-term measures to cater to the city's growing aviation needs.

The Tourism and Transport Forum's Sydney's Aviation Future report outlines a three-stage plan which points to the lifting of cap and slot allocations at Sydney Airport as the short-term priority.

TTF chief executive John Lee called for allocations to be increased from 80 to 90 movements per hour, suggesting new generation aircraft be used in the additional slots to minimise the noise impact on surrounding areas.

In the medium-term, the report recommended ramping up the use of Bankstown and Newcastle airports, which would not only add capacity but would better cater to residents of regional areas.

However, Lee stressed that implementation of these measures would not "negate the need for a secondary Sydney airport" in the long-term and urged the government to commit to plans for Badgerys Creek to become the site for a secondary airport.

"The number of people flying to and from Sydney is forecast to double over the next twenty years and continue to grow beyond that time, and we simply cannot afford to put off the hard decisions any longer without having a serious impact on the New South Wales economy," Lee said.

"Bipartisanship and political courage are urgently needed to solve this 50-year dilemma once and for all."
